Better ball match play.

Partners A and B balls are on the green and in play.

Partners C and D make no comment i.e. they do not instruct Partner B to mark his ball.

Partner A putts and his ball hits his partners ball.

Is there a penalty.

Rule 19-5a says, (second sentence) "In match play there is no penalty."

Is there a penalty for Partners A and B

Thanks for asking this great question!

You pinpointed the exact rule.
If you read further, the rule says that:
In stroke play, there is no penalty UNLESS BOTH BALLS LAY ON THE PUTTING GREEN PRIOR TO THE STRIKE, IN WHICH CASE THE PLAYER INCURS A PENALTY OF TWO STROKES.

In other words, the side (A and B in match play) will not have a penalty.

However, player A will have two strokes penalty if it were a stroke play.
