QuestionI understand that lost ball off the tee will result in going back to Tee again. What if the ball was clearly identified as landing on the fairway first and then bounced off and subsequently couldn't be found. In this case would the golfer drop where it was last seen (landed) and hit the next shot with a panelty stroke, without having to go back to the tee?

Whenever your ball is lost, except in a hazard, the penalty is stroke and distance, which means that you do have to re-hit from your original position according to the rules of golf.
Be very certain, if your shot was made from anywhere but the tee, that you mark the position before going to look for the original ball. If the original ball is not found and you didn't clearly mark the spot from where you hit, you incur additional penalty strokes or loss of hole.
