use of putter

Can you use the toe or the back side of the putter to strike the ball when you are on the green or fringe

From an equipment point of view. There are only regulation on the construction of the putter. meaning, the striking area of an iron and the requirements for a putter or chipper. Not on its use.
I was watching the masters and watched a pro tap in with the back of the putter. So, I can see no real reason, from a rules perspective, why you could not use the putter as above. I have also seen instruction where using the toe of the putter is a viable option when the ball rests next to the first cut of rough
