Pin placements

What is the Rule on placing the Pins on a hill Or flat places?

I know there are guidelines as to how to set pin placements. I currently do not have the USGA manual on how to set up competitions.
When I would set the pins for a competition, I would use one rule and that was common sense. Make it challenging but fair to all players.
Flat places are always a good choice for placing the cups. It tends to get a little tricky when your talking about slopes and hills. Another factor is the speed of the greens. If the greens are a 11 - 13 on the stimp meter which is very fast, you have to set the cups on mostly flat surfaces.
