If the ball is chipped in the hole and the flag stick knocks the ball out from the wind blowing the stick around, is this a birdie or a par?

Hi Les: According to the USGA, "A ball is 揾oled?when it is at rest within the circumference of the hole and all of it is below the level of the lip of the hole." So, if in fact the entire ball was below the lip of the hole, it would have been a birdie. Otherwise, a par.
