This means that a 7 year old who is not a Wisconsin resident must have a non-resident fishing license in order to fish in the state.
The WDNR also states that "A non-resident fishing license is required for any person who is 16 years of age or older and is not a resident of Wisconsin." This means that a 7 year old non-resident does not need a fishing license, but a 16 year old non-resident does.
