Jug fishing is not legal in Minnesota.

According to the Minnesota Department of Natural Resources (DNR), "Jug fishing is a popular trotlining method used to catch catfish and other fish in warm-water lakes and rivers. Jug fishing is not allowed in Minnesota because it is considered a form of unattended or passive fishing, which is illegal in the state. Passive fishing is defined as any fishing method in which the angler is not in direct control of the fishing gear."
