Value to a museum might be high enough to donate it as it is older bamboo , Tonkin.
Montagues are looked down upon by the rod collecting community, because of mass producing techniques made them heavy and stiff. I think your rod might be a great fishing rod but I doubt if you could get more than $100 for it. You might get more if all sections are straight and both tips are the same length, if you restore it.
I can tell you this , if it has rust it is not in very good condition, sorry to say.
The highest value for bamboo rods is for trout freshwater fly rods. Bigger rods lack interest.
