using a swivel, what is supposed to come first the hook or sinker?

What are you using this rig for?
If using a Carolina Rig to fish for Bass the weight goes on before the swivel, then a leader and the hook.
If fishing with live bait, you can do it either way. The weight on the bottom can be used as a thumper to thump grass to get warry walleye to come out of grass, (Other species too) The the bait is tied on above the level of the grass to keep it from tangling and to attract the fish.
I have also used it with the hook on the bottom and fished for Catfish..this allows the bait to float up a bit.  It just depends on the circumstances.. Send me more info and I will try to help more.
