whens the best time to use top water lures?

I live in the land of Salmon, Steelhead and Sturgeon, and they don't hit too much on top water lures. I'm assuming that you are bass fishing and the best answer I can give you is throw a variety of lures and see which one produces best for you that day. I know I haven't answered your question but I'm not a bass fisherman.
