ANSWER: Hi David,
I believe what you describe is a "buzz bait". I am not sure where you are writing from, but nearly every tackle shop in the US will have at least a few buzz baits to choose from. If not, try one of the on-line shops like Bass Pro Shop or Cabela's. They have a very wide selection of buzz baits.

Buzz baits are one of the most exciting ways to catch Bass and Pike. I never get tired of seeing a fish explode the surface to get the buzz bait.
Good fishing!

QUESTION: thanks my question is how do you use a in-line spinnerbait and a spinner bait what is the diffrence between them and what color should i take the water at hidden lake Ilinois is clear in most parts some parts have vegitation i fish where there is open water and vegetation to the left and right of me
Answer
Hi David,
A "spinnerbait" is like the one that you attached the picture. The wire is like a safety pin shape where the blades spin above the lure body. An "in-line" spinner is a straight shafted spinner like a mepps.
Safety pin type spinnerbaits are better for working through weeds and in-lines aren't as weedless so they are better in open water. In-lines usually have a bare hook or some deer or squirrel tail ties on the hook. Spinnerbaits generally have a rubber skirt.
As for colors, silver or nickle blades work well in clear water. For skirt or tail colors in clear water, it's hard to beat white during the day and black for low light periods (dawn and dusk).
In-line spinners need to be reeled straight in. Spinnerbaits have a little more versatility. You can reel them over the weeds and then stop at the edge and let them "helicopter down" the weed edge. Start reeling again when the bait gets near the bottom. Start and stop during the retrieve. You can burn them fast over shallow water, or slow roll them in deep water.
For Bass, Mepps in sizes #3 and #4 are good. For spinnerbaits, 1/4 ounce are good for 2'-4' depths. A 3/8th ounce will be good from 4-8 feet deep. And a 1/2 ounce will be good from 8-12 feet deep. There are spinnerbaits of 1 ounce and more if you want to fish really deep. The most popular size is probably 3/8th ounce.
You can buy spinnerbaits from $1.69 to $6.00. The difference is the components. Models with premium blades, quality hooks, multi-color skirts, and ball-bearing swivels will cost more. Like anything else, you get what you pay for.
Good luck,
Marc
