bite but no fish

for the last 5 fishing trips i ben on, i have not had any luck.i get good bites all the time but end up with no bait and no fish,they keep stealing my bait.2 on the sacramento river,3 on the delta and the yesterday in sanfrancisco.i use live bait.mostly shrimp and anchovies

With out seeing how you are rigging the baits it would be difficult to know exactly the problem.
It could be several things.
It could be smaller fish taking your bait which are too small for the hook. It could be the way you are hooking the bait. It just might be bad luck.
IF you are getting bites then you are where the fish are.
I would try changing the type of hook. Try Gamakatsu which is a very good quality hook. It may be that your hook is not sharp or old and rusted a bit.
If you are fishing for big fish try using an Octopus Hook. It sets on its own when the fish runs with the bait.
Another thing you can try is setting the hook a bit easier or getting a rod with a softer action tip.
Again this depends on what you are fishing for. It may also be that the fish that are biting have harder mouths, so you might have to set the hook harder and use a less soft tip..
Again depending on the fish you are fishing for.
Ask a local tackle dealer for a recommendation on a rod to try.
