I am pretty sure that you have a bamboo rod made by the son of EC Powell but I would need pictures to be sure. I would expect black serial numbers on all sections.

Homel gives the Walton Powell 8' trout fly rod with an extra tip, 3 sections the value of $150, 425 and $795 for poor, good, excellent condition respectively. Your longer rod is going to be about 30% less. Homell also has a very objective exacting criteria for condition that I bring to your attention at your local library.
I can't tell if your rod is bamboo or graphite composition.
The values I gave are for bamboo only. Graphite would be a lot less.

Bamboo definitely. Condition looks like very good to un used on the small part of one picture that I can see. I would say made by the renown builder Walton Powell.
I recommend you contact the Chico Fly Shop , talk to Waltons son, Press Powell , he might want to sell it. He would be able to date it more than 1947 ish. If not I am would sell it on 10-20 % commission. lower commissions for higher sale prices.
I am thinking it might go for $1000.

It is a hexagraph rod - a solid graphite rod , probably an early one maybe 800 , maybe like 12 % commission
