Can your setter be back row? All the time?

can a back row player come up to set and have all three front players as spikers?

What you're describing is a 6-2 offense. "6" is for how many positions will be hitting. "2" is for how many of the positions have setting responsibilities.
Many teams run a 5-1, where 5 positions will hit, and 1 position will do nothing but set.
Do you have more concerns? For example, are you concerned about:
a) If the pass is too tight, can the back row setter try to block the opponent's hit?
b) If the pass is too tight (or just to try to win the rally), can the back row setter attack? Can she leave her feet? Or can she never attack at all?
