Moving freshmen up while letting the sophomore rot

Question
My daughter is in 10th grade, they have moved 2 freshmen up to play on the team all the while there are four sophomores that sit on the bench full time. The coach says their skills are better, ok so if freshmen can move up because their skills are better, can sophomores move to the freshman team to better their skills? they don't like sitting on the bench.
