Can a back row setter reach over the net and set a ball?

Can a setter, who is back row, reach into the plane to set a ball, if she brings it back to her own team and the opposing team does not try to block or touch the ball while it is in the plane?

What you described used to be legal everywhere. Now, I believe, for about the past 3 years, it is illegal in USAV. However, it is legal in National Federation and the NCAA.
If it's now illegal in the NCAA, then the refs don't know about it. I've seen about 30 D1 matches this fall, and it hasn't been called one time.
As for FIVB, I have no idea. I've never had to study that rule book and don't watch enough international ball to know. I wish I could watch some. I wish some channel would show the friendlies!
