U10 Stealing Home

Question
My understanding is that there is no stealing home in U10 softball on a passed ball, but if a player were to steal third base on a passed ball, would that player be able to advance to home when the catcher's errant throw goes into the outfield.

My contention is that the runner is allowed to advance to home on the overthrow because this is a separate play from the passed ball.

Our league is not applying the rule this way.  Can you clear this up for us?

Hi Tim,
Sorry for the delay I was in DC for the weekend.

By rule

The runner can only score on a batted ball
a base on balls or hit batter with the bases full
on an awarded base when the ball goes out of play or
an illegal pitch.

So it sounds to me the umpires are applying the rule properly.
