Injuries during game

In a women's ASA slow-pitch league game, a bawe-runner is struck in the face with thrown ball.  The player is injured and requires medical assistance.  The injured player is removed from the field of play after a 20 minute delay in the game; leaving 15 minutes remaining in the 50 minute time frame for the game.  The game is in the third inning.  The umpire decides to stop that game and resume play of the next game in the double header at the scheduled start time.  When asked why the game could not continue, the umpire responded "because I said so!"  Should the teams been allowed to continue play until the time limit had expired?  And if the teams had not reached a fifth inning in that time period, would it have been a complete game?  A complete game in the league is defined as 50 minutes or seven innings; which ever comes first.  Or is this a total judgement call by the umpire?

If it were me, I would allow you to finish the game.  I don't see how if there was time on the clock (local rules) that you couldn't continue as long as you had enough players to finish the game.  Time limits are local rules, so you may want to take this up with the city or organization that runs your league.
