Question
There are no outs and there is a runner on second base, a fly ball is hit and caught for an out.The runner on second base, after taking a few steps off the plate, returns to the base as the ball is thrown to second to try to get the out. My question is, does the player covering second need to tag the runner for the out, or does she only need to have her foot on the bag when she receives the throw for the out?

Thanks for the question!

Technically, you could do both.  You could tag the runner while they're off the base or throw the ball to a defensive person touching the base before the runner retouches the base.  The easiest play is throw the ball to second before the runner gets back to the base.
