Larry,
Does a dropped third strike where the batter reaches first safely
count positively towards a batter's on-base percentage or is it
treated like an error as far as BA and OBP go?

Hello Tom

It's not a positive for the batter because it's scored as a strike out. The batter only reached first base safely as a result of a dropped third strike. It's recorded as a strike out for the pitcher (and against the batter) and is scored as either a wild pitch or passed ball again the pitcher or catcher.
