Question
Last night at a High School Girls softball game, the umpires stated that we will be using the international tie breaker rule at the begining of the 8th inning.  Does the run that scores from 2nd base (the runner placed there at the beginning of the inning)count as a earned run?

Great question by the way!  No, it doesn't count as an earned run.  You can't ding the pitcher when the game calls for putting a runner on the bases.  It is simply charged to the defensive team as a whole.
