How many innings does a girl have to play on the high school fast pitch softball team to recieve a letter jacket?

Each High School in all probability has different requirements. Please check with the athletic director of the school in question -- I抦 sure that the school has the letter requirements documented.  I haven't heard there is a minimum innings requirement. Generally for most schools an athlete must participate the full season in the same school year however in the event of injury or other legitimate extenuating circumstances, letter winners can usually be made on the recommendation of the coach to the athletic director.
