Question
what is the tie-breaking rules for 10 & under?

Answer
That depends on the league rules and/or rules of the sanctioning body you play under.  Some go straight to the international tie-breaking rule which puts the batter who made the last out in the previous inning on second base to start the inning.  Some wait until the ninth inning to do this.  You'd have to ask one of your league directors for a definite answer.
