inning ending out, time limit

Question
I was going to ask a question about an umpire calling "ballgame" immediately after the third out of the bottom 1/2 of an inning (not the last) with the home team winning citing that time has expired. Then it occured to me that maybe ASA does not have "time limits" on games and that rule is a modification made by the local metro parks department.
However, I would argue in this kind of situation that the next inning started as soon as the last out was made and the game should not be over because the visiting team is at bat losing the game.

Hi Howard,
In JO play ASA does have a time limit of 1hr 40 min except for certain tournament games.
The time begins w/ the 1st pitch. The next inning does start as soon as the 3rd out of the previous inning is made and if the time limit has not expired we start the next inning.
