Umpire Error?

Question
In a cub scout softball game there are 2 outs and a runner on third.  A batted ball hits the runner on third while the runner is still on the base.  The home plate umpire immediately calls the runner out and the ball bounces into foul territory.  The batter ends up on second and the runner scores.  The umps then confer and the third base ump decides that the runner who was on third is not out, the run scores and the batter is on second with two outs.  Is this right?  I think the home plate ump blew the call (it was not his to make in the first place) but once he called the runner our there is no turning back.

You are correct. The home plate umpire belw that call. Indeed, it wasn't his to make, howver, if he made it clearly then the ball is dead and the play is over. If the umpires then confer and decide that he is safe. Then the batter would have to stop at first and the runner would have to go back to third.
