Are high schools required to have tryouts when they do not need any new players and know that they are not going to take any of the girls that show up for the try outs?

In larger schools, "tryouts" are very useful to weedout kids who have little ability from the players that have great ability. High School ball is very competitive and the very best girls are key, not to mention that there is limited space on the roster.
My School is relatively small, I don't have a tryout per say, However I do make it very plain to my players that they are replaceable. When and if a point in time comes and they cannot perform their job, there is always someone else ready to take their spot.That person will keep that spot until someone comes along and takes it.
For example, If a freshman comes in that can out pitch my Senior, the freshman gets the spot.
