High School dead ball

Question
High school game with runners on first and second.  The batter  hits the ball to right center.  The ball gets stuck under the outfield fence.  The outfielder signals to the umpire.  The umpire indicates dead ball (raises hands). At the point when the fielder raised her hands the runner from first base was approaching third base.  Should the runner from first base be allowed to score or just be allowed to advance to third?

Hi Bob,

It is by rule a ground rule double when a live batted ball rolls under a fence and so R1 is awarded home, R2 is awarded 3rd and the B-R is awarded 2nd.  It is 2 bases from the time of the pitch.

Position of the runners at the time of the dead ball have no bearing on the award.
