Runners on first and third situation

Question
Runners on first and third.  Runner on first takes second, but walks very slowly to second, trying to force my pitcher to make a play on her.  I tell my catcher to hurry up and throw the pitcher the ball. My pitcher pitches the ball before runner walking to second base reaches base.  What is the ruling on this, Would it be a dead ball and runner on going to second be out?  Where can I find a written rule to this?

Hi Rene,

You can't do that, when a runner has legally started to advance the runner may not be stopped by the pitcher receiving the ball while on the pitcher's plate or stepping on the pitcher's plate while in possession of the ball  ASA 8-9k.

The effect is no pitch.
