ASA/High School Tournament rules

Question
We started a 14U tournament game. We were the Home team. We brought up our concerns of playing because of the sprinkling rain. They said play ball anyway. So both teams playing an inning in the sprinkling rain but by the second inning it started pouring . We brought up the concern of safety and a walking fest due to the pitcher not being able to have control of the ball. The ump said unless it was lightning out that we were going to continue. We continues and walked three players, then the ump, in the middle of the inning, stops the game. No lightning was occurring, it was all due on the weather conditions. Isn't it listed in the High School rule book somewhere about (4-1-1 or something like that) it states something like the Home team has the discretion to start playing or not to play pending on the field conditions? I believe that starting the game in the middle of an inning is unfair when the conditions are not the same for both teams are unfair. How should this be handled.
Answer
What happens before the game is between the schools Athletic Directors. Once the umpires arrive at and are on the field, they are in charge of what happens until they walk off the field after the last out. Once the umpires are there, the home team has no say as to if the game is started or discontinued.
