If you already have varsity players sitting on the bench is it legal to pull up the best four Jv players to play in a state tournament?

There is no rule against it.  

Often younger players that may be better than some upperclassman are left on JV in order for the upperclassman to be able to be part of a varsity team.

When the tournament roles around the coaches will want to play their best nine.  It is not unusual for upperclassmen to spend time on the bench while higher skilled underclassmen play.

I know that if your daughter is one of the girls that doesn't get to play this can be difficult for you to watch.  I assure you your coach likely wishes his decisions were easier in this case.  The varsity tournament isn't rec league where I actually track innings to insure equal time.  In varsity the coach has the responsibility to put the best team possible on the field, especially during the tournament.
