out or safe

Question
Sir,
I just want to ask if the runner is safe or out in this situation. The pitcher is winding up, while the runner is stepping on the outer side of the first base only(fast pitch double base 1st base). His foot is not touching any part of the white base(inner base). For me i considered the runners out because i believe that the purpose of the outer base is just to avoid the runner to step the foot of the 1st baseman .

Speaking ASA, after the initial play at first where a runner could be required to use the colored portion of the safty base, the base becomes just a big 15x30 base with the offense or defense entitled to use any part of the base they want.  As long as the runner in your situation was touching part of the base, they are on the base.
