Dead ball advancement of runners

Question
Runner on 3rd and 1 out.  Batter hits a fly ball to right center where it's seemed to be caught as the fielder comes up firing to home.  Two umpires, plate and between 1st/2nd.  One calls catch and the other calls no catch. Play is called dead while the umpires conference and runner remains at 3rd. Eventual call is no catch with the batter awarded 1st and runner at 3rd is awarded one base to home.  Is that the correct call to advance the runner at 3rd?

Hi Shane,

If the BU went out it's their call,if not it's the PU call.  This is what happens when 2 umpires are not working in tandem.

When we screw up 10-6-c allows us to make the call fair.

W/out seeing the play it appears fair and w/in the rules. However R1 could also be left at 3rd depending...again I didn't see the play.
