overthrow and over ruling umpire

Question
if an infielder catches a ball in the outfield and then overthrows a ball attempting to throw a runner out, are the runners awarded one base or two bases?  Second question i was in a game where the hp umpire told the teams the pitcher does not have to keep any feet on the rubber when pitching and told them he can stand beside it or in front of it.  Can i overrule the hp umpire if there is an appeal to me and i am the field umpire?

Answer
Hi John,

It doesn't matter the position or where they threw it from, the award is always 2 bases from the last base touched at the time of the throw.

If this is ASA this is really unusual, I don't know where they got that from. I would wait so as not to cause a huge problem, talk with the PU after the game and then talk to the UIC.  If this was a tournie game I would ask for the UIC immediately.
