coach deceiving fielder

Question
High School Rules - 13-14 age group.  Runner on third with one out.  1 ball and 1 strike count.  Drop curve in the dirt, batter swings for strike two, but catcher blocks the ball.  First base coach yells, "She dropped it.  Run, Run, Run."  The batter runs toward first.  The catcher pauses, but eventually throws to first.  The third base coach sends the runner on third home to score.
The initial call by the umpire is verbal interference deceived the fielder, runner on third out, two strikes on the batter.  Offensive team claims it was a mistake.  League director over rules the umpire and puts runner back on third w/ one out.
What would you call, how do you determine if it was intentional (all the runners seemed ready to go) and does it matter.  Should it not be the coaches responsibility to know the count and not deceive the fielders.  Where are applicable rules?

Answer
Hi John,

there's nothing technically illegal about the coach's actions. It up to the defense, especially the catcher to know the situation and that this was not a D3K situation.

I have a run scored, one out and 2 strikes on the batter.
