A Team vs. B Team

Question
I am very new to fastpitch tournament and travel teams. My daughter just started playing 10u. Is there an official guideline on "A" team and "B" Team tournaments? How does an organization define what an "A" team is? If only one team is made for a fastpitch club is the "A" or "B" team placed on them after the talent pool is determined? Ex. only one 10u team is newly formed for the fastpitch club. All girls are new to the club. Does the "A" team or "B" team level depend on how good the team is? or at 10u maybe there is no "A" or "B" designation. any info would be appreciated. Thanks.

According to ASA there are some definitions.  A teams are select teams.  B teams are typically from the same community.

In the real world, the label is given based on the ability of the team.  Any coach that stacks a team, then plays B tournaments quickly gets noticed and the tourny invites dry up.
