Question
Can you tell me the average speed an 11 year old should be pitching? And also, how many pitches she should be working on at this age?

Answer
An eleven year old should be able to throw in the 40-47 range I think.  If she can hit 50 with control she will be very popular with the A team coaches.

With that said, at this age I believe the most important things are velocity with control then change of speed.  So if she can throw a fastball consistantly for strikes on the edges of the plate, then it is time to work on her change up.  After she can throw a change up for strikes she can start working on other pitchs.

There are not many eleven year olds that can throw several pitches effectively.  Get the control in place then the change of speed, then start working on the vertical movement pitches, the drop and rise.  If she is serious about pitching, she should be in lessons.
