Question
ASA girl fastpitch. 12U

Is it a dropped 3rd strike if a pitcher threw the ball and it hit the ground first and catcher not catch it?

Answer
Yes, in a situation with two strikes, anytime the ball hits the ground between the time of the pitch and catcher control of the ball you have a dropped third strike.  Of course this assumes the batter doesn't make contact with the bat or the ball doesn't hit the batter.
