International Tiebreaker rules

Question
In an ITB game,the last person at bat is supposed to be placed on 2nd base. Can a substitute runner be placed on 2nd instead?
We had this happen in a game and the umpire called it an in-and-out and advised it was legal.

Hi BJ,

under the tie breaker rule the player who bats ninth in that 1/2inning is placed on 2nd.

This player can of course be legally substituted for (ie #8 in for #3) but #8 is now in the game and if #3 would return to play defense they must re-enter.

An in and out is when a coach says I'm putting 8 in for 3 and then 3 is going back on defense.  I don't allow that in my games, "coach we sub 1 at a time, you come back and tell me when 3 is re-entering for 8"
