Line up vs roster

Question
Hello Dr.
I watched a high school varsity game the other night and one team seemed to have a limitless supply of substitutes entering the game who had not been there at the first pitch. The other coach challenged the substitutions a few times, pointing out that they were not on the line up card, either as players in the game or as potential substitutes. The PU's response was that they were on the team's "roster", though he himself did not have a copy of the roster. Guess he was taking their word for it. I know high school plays under a different set of rules (not ASA), but I found ASA rule 4.1.A.2 which says an eligible "roster" player may be added to the available substitute list at any time during the game. RS 51 states that a player not listed on the lineup card but is on the roster may be added to the lineup after the game begins. My question is: why aren't both teams required to provide a complete roster rather than merely a line up? Seems like that would save some confusion and prevent abuses.
Answer
Hi Jim,
Player eligibility in not an umpire issue. We never rule on it, we would simply take the protest from the other coach, continue the game and give the protest to the League Directors to handle.
So having to present the umpire with a complete roster doesn't mean anything. It's not our job.
