ASA approved bats

Sir:
I run a Men's ASA Slow-Pitch League in the Buffalo NY area. Over the past few seasons illegal bats have become a huge issue. I print off the listings / pictures from the ASA website for all the Managers. Unfortunately, teams are stopping games and coming to me for a ruling on a bat. With all the paint-overs and changes I'm lost.
Who should make this ruling? The ASA umpire assigned to the game? When should it be addressed in a game?

Hi Scott,
the umpire should rule on the bat, most check them before the game, appeals can go to you.
If it has an ASA stamp there are only 24 with that stamp that are not allowed. No ASA stamp, no play. Painted, shaved etc. more difficult to detect.
