Foul Tip and time out

Hello,
2 questions.
1) On a foul tip strike 2 call directly into the catcher glove our batter was called out. I know that to be true on strike 3, is it true for strike 2?
2)The other coach called a time out to go talk to his pitcher and is fielders all meet on the mound. The base runners came off bases to go talk to their coaches during the T.O. The coach told the pitcher to tag our runner and she was called out. I thought time out was time out no matter who called it. We were told by the ump that since the other team called the T.O. our runner were not allowed to leave base to talk with the base coach. Is this true?

Hi Matt,
A "foul tip" w/ less than 2 strikes is just another strike. However if it was a "foul ball" legally caught, that would be an out no matter the strike count.
No, you can't get an out like that during time, the ball is dead. The offense just needs to be ready to play when the DC is over or they can be charged w/ an OC.
