switching of defensive players ASA Softball

Question
Dear sir:
Can defensive players switch after every new batter? After every pitch?  What are the restrictions on this type of strategy since it has caused confusion and frustration with some teams.  What can an umpire do to help this situation?

Answer
There are no rules preventing this.

Here is what I would do if it became a problem.  If the coach came out on the field, I would charge him with a defensive conference.  On the fourth one he would have to change his pitcher.

I would also very strictly enforce the 20 seconds to the next pitch rule.  The stike zone could get pretty tight as well.
