Question
There is 1 out in the inning and R1 is on third and R2 is on second, B1 hit a fly ball to the outfield. F8 makes the catch for out number 2 and throws the ball back to F4. R2 runs to third without tagging up and then attempts to return to second base, but is forced out by F4 for the third out of the inning. My question is, R1 tagged up properly and scored, before R2 was forced out at second base for the third out of the inning, does R1 run count? Thank you for your input.

Sure the run counts if R1 scored before the "live ball appeal of a base left too early was made." This is considered a "timing play" and is NOT a force out.
RS1K. Tag-Ups. When a runner leaves a base too soon on a caught fly ball
and returns in an attempt to retouch, this is considered a time play and
not a force out. When the appeal is the third out, all runs scored in
advance of the appealed runner and prior to the legal appeal count.
Just for future reference....FORCE OUT: Is an out which may be made only when a runner loses the right to the base that the runner is occupying because the batter becomes a batter-runner, and before the batter-runner or a trailing runner has been put out.
