double first base bag

Question
I don't know if the league matters. But, in an adult slow pitch game, the batter hit a grounder just inside the first base bag. The first baseman bobbled it multiple times until he finally came to possess the ball while laying in foul territory with his foot on the orange portion of the bag. The runner was called safe since the fielder did not use the white portion of the bag to make the out.
I asked for a field supervisor and he made the same call.
Did this rule change in 2009?
Answer
Hi Mike,
No change I know but based on 8-2-M-4. "On any force out attempt from the foul side of first base the defense and the batter-runner may use either the white or colored portion of the base."
I would have an out on this. remember the "spirit" of the rule is safety, I really don't want F3 crossing the base to get to the white portion while the runner is also attempting to get to the colored portion.
