QUESTION: Can you provide the rule section in the book? thanks,

Answer
I can't, there isn't one.  There isn't one that says you can't hit it either.  A pitch that hits the dirt prior to reaching the batter will automatically be called a ball.  Even though it hits the dirt the ball is live.  This why a runner can steal on a wild pitch (in the dirt).  If the ball was dead nobody would be able to do anything.  If the batter wants to swing, that is their choice, of course if they miss, it is a strike.
