ITB Run Scored - Earned or Not?

Question
If you enter ITB and the runner placed on 2nd base scores legitimately is the ITB-placed runner scored as an earned run?  For example, the ITB runner is placed on 2nd base.  The first batter clocks a double and the ITB runner scores.  The ITB-placed runner was not there because of the pitcher allowing her on base.  She is there under the rules.  Thus, does she count as an earned run?

I had to look this one up.  It didn't seem like the pitcher should get dinged for this one and it turns out, she doesn't.  It is most likely is an earned run, but it is charged to the team not the pitcher.
