Umpire over ruling partner

Question
Can the home plate over rule the base umpire on a call at first base if the base umpire does not ask for help?

ASA Rule 10 Section 3 Articles A and B.  Says they can not over rule unless asked to do so.  Does that mean asked only by the other umpire or asked to do so by the opposing team head coach.  Thank you for your help solving this problem.

Answer
Hi Teri,

The short answer is NO, each umpire has their own responsibilities.  Only if the umpire who made the call is asked for help by a player or coach and THAT umpire AGREES to do so (they don't have to) or the umpire themself feel that they might have been "blocked out" etc. do umpires get together.  They discuss it but it is still the umpire who made the initial call, their call.

We would never have a BU for example call a b-r safe at 1st and then have the PU say "NO, NO their out"  That could lead to homicide (justifiable in my opinion) on the diamond.
