Question
Does a college softball pitcher have to be set before starting her motion, like baseball requires?

Answer
Bill,

I am not positive on the rule for pitching in baseball.

In softball the pitcher must take her position on the pitcher's plate with her hands separated.  She must then pause to take a signal or simulate taking a signal.  At this point she can start her pitch.
