9-10 little league stealing

Question
In the williamsport tourney we will have unlimited stealin. When can you delay steal or better asked, when are the runner(s)not able to steal when the pitcher is on the rubber or just in the circle?

these are the basics

when the pitcher has control of the ball in the circle
1)if a runner is on base they cannot leave
2) if a runner is stationary off base they must immediately advance or retreat non stop to a base
3) if they are moving toward a base they may stop once and then immediately advance or retreat non stop
