Look back rule as it pertains to runner at third as batter runner continues past first on base on balls

When the runner at third is stopped on the base as the batter runner rounds first and continues to second and the pitcher is in circle with ball in control but not making any kind of play on batter runner. If the runner at third steps off before any kind of play is made on batter runner should she not be called out. The rule states that once a runner has stopped at any base for any reason she will be called out for leaving that base before next pitch....and I am thinking she should be called out if leaving before pitcher makes play on batter runner as well. Also it would seem that she should be called out if she is off base but is holding position waiting to see if pitcher is gonna throw to second at batter runner. Holding off base is not making an immediate decision to go one way or the other. Your thoughts on this would be appreciated.

Hi Dennis,
You understand the LBR just fine. It doesn't matter what any other runner or b-r is doing when the pitcher has the ball in the circle and no play is being made,
If a runner is on base they cannot leave.
If they are stationary off base they must immediately (some umpires use 1001-1002 but that's not in the rule) advance or retreat
